Being a NTR-zama novel, at first it was a Setsuna x Mugi story. I enjoyed their time together; it felt lovey-dovey. Then it shifted to—or it seemed like—the author wanted to turn it into a harem story set in the student council, which was fun because of how excited they were about taking down the cheater (Kana and Sugiura). As they worked to expose the cheater, the story continued with the lovey-dovey vibes, but then it flipped where his savior was also cheating on him (this happens in the middle of the plot), which was shocking and infuriating—like, why did they even do that? Over the chapters, the author seemed to stop caring about the other characters and just ended the ship with Hana (another ex-student council member) and left it at that. So apparently, the reason the number one cheater cheats is because she wants to feel the thrill of cheating. Interestingly, the student council also seems to want to feel that thrill too, as Mugi and Setsuna are playing “cheater” behind Kana’s back as well.
