I feel like the devil servant is being nerfed by the author to make the valkyrie look good. Syl is stronger than Luche because their ranks are different and their enemies are just incompatible to Luche. Both servants are just acting according to their inherit species but Kaito is just being bias. Syl is made for support while Luche is an offensive type.
